How Foundations Are (And Aren't) Picking Up The Slack As British Arts Funding Shrinks

"After the bottom dropped out of local authority arts funding, those in charge of the purse strings at arts organisations naturally looked elsewhere for support. ... But trusts and foundations have consistently stressed that they cannot - and will not - become a substitute for lost local authority funding. ...
